Biden Executive Order; Emails Uncover Plan, Usurping The November Election
One March 7, 2021, Biden signed executive order 14019 federalizing elections in the name of expanding voting access to all in the name of "free and fair" elections especially people of color, minorities, disabilities and noncitizens.
The executive order expands to all 600 plus Federal and State agencies and departments. For example, government employees will be furloughed from their regular duties for registering voters at agencies including HHS, government welfare programs, the Supplemental Nutrition Assistance Program and all others. Expanding duties include assisting with vote-by-mail ballot application forms, and providing access to applicable State online systems for individuals who can take advantage of those systems. Government employees will be paid for up to four hours of pay to supplement the process of registering voters and to work as poll workers on our tax dollars.
It's highly alarming that government employees are tasked with assisting applicants in completing voter registration and vote-by-mail ballot application forms; soliciting and facilitating approved, nonpartisan third-party organizations and State officials to provide voter registration services on agency premises.
Executive Order 14019 was established to help assist all government agencies in partnership with the U.S. Election Assistance Commission. Our constitution clearly defines the State has the authority for Time, Place and Manner for elections under the Article I, Section 4, Clause 1.Pursuant to the executive order, a federal website was established
The U.S. Election Assistance Commission (EAC) awarded $1 million dollars in discretionary grant funding, enacted in the 2023 Consolidated Appropriations Act, to support the Help America Vote College Program (HAVCP). Eligible organizations include accredited colleges (including community colleges) and universities, nonprofit organizations, and local and state election offices.
The HAVCP grant competition included funding for two separate grant programs: The HAVCP Poll Worker grant and the HAVCP Service Day Mini-Grant. Applicants could apply for either the 2-year Poll Worker Grant Program OR the 1-year Service Day Mini-Grant Program. The EAC received more than 40 applications for a total request of over $3.3 million in funding from a broad range of educational institutions, local governments, and organizations. The EAC awarded the full $1 million in available HAVCP funding, including 14 Poll Worker Grants totaling $937,050 and seven Service Day Mini-Grants totaling $62,950. Grants were awarded on February 8, 2024.
Through FOIA requests, the Heritage Foundation Oversight Committee uncovered alarming unredacted emails conversations by the extremist members of the “Listening Sessions” planning discussions pursuant to President Biden’s unconstitutional Executive Order 14019 covering areas of focus from 240 different extreme left NGOs and government agencies. Below is a sampling of what was discussed in the emails.
An email from Ryan Suto from the Arab American Institute (AAI) was not available for the “Listening Sessions but appointed Terry Minnis as his surrogate. Ryan Suto is interested in the following “expanding beyond section 203 language - no need to restrict to only those languages. There are other communities with the same needs.
Ryan Suto Esq is in charge of Government Affairs at Fair Vote. His expertise encompasses laws of democracy (rule of law, elections, institutional reform, constitutional law), U.S. foreign policy, civil rights and civil liberties, politics of the Middle East, international law, post-conflict reconstruction, democracy promotion, democratic transitions.
Ryan Suto skills include legislative drafting, writing (proposals, white papers, academic and popular articles, legal memoranda), policy analysis and recommendation, strategic communication, social media, public speaking, classroom teaching. Provided by his LinkedIn Profile, Ryan Suto outlines his experience working with Section 203 Language Provisions of the Voting Rights Act which requires minority provisions under the Voting Rights Act (VRA) that suggests certain states and political subdivisions should provide language assistance during elections for certain language minority groups who are unable to speak or understand English adequately enough to participate in the electoral process.
Michelle Bishop's (National Disabilities Network) emails advocates for drop boxes and help with long-term care nursing home facilities. “Agencies need to bring people will (sic) into every part of the process. Must hire to embed people with disabilities in all levels of government. This is particularly with EAC and political appointees at the DOJ.
Rachel Singh (American Association of People With Disabilities) wrote “Happy to see AG commitments for VOT section of CRT.” “inaccessible places can use accommodations like curbside voting - but states are cutting back.” “vote by mail is very important. "We’d like a federal standard. Postage should be included.”
Samatha Kelty's (Native American Rights Fund) emails disclose her positions including soliciting the “- USPS - equitable mail delivery is more important than ever." Point person or task force at USPS would help. “- DOJ - want to reach out for help with voter intimidation, especially in border towns. We need help with redistricting.”
Celina Stewart and Jessica Jones Cappareli (Legal of Women Voters) emails reveal the desire of “Expanding voter registration through all federal agencies that provide public assistance is important.” “Want you to create partnerships with state agencies to fully implement NVRA.” Agencies they include are HHS, VA, Citizenship and Naturalization Services and Indian Health Services. “Should register people at citizenship and naturalization ceremonies.” Celina responds by stating agencies need funding to make sure this happens.” Our tax dollars are funding the upcoming rigged election unless this stops.
The Supreme Court has interpreted the Elections Clause expansively, enabling states to provide a complete code for congressional elections, not only as to times and places, but in relation to notices, registration, supervision of voting, protection of voters, prevention of fraud and corrupt practices, counting of votes, duties of inspectors and canvassers, and publication of election returns, ref Smiley v. Holm 1932.

An immediate SOS must be sent to State Attorney Generals and request an immediate lawsuit to stop this clearly unconstitutional usurpation of State' legal and legislative responsibilities regarding the Time, Place and Manner of choosing for elections independent of the executive branch, federal government and third party NGOs.
